Darius was the king of Iran between 522 BC and 486 BC. He was successful in development of civilization.

It's amazing that a set of rules is today considered a piece of art. But when you think about the time and intricate detail that went into making such a large piece of written word that is where the everyday observer can begin to see how something like this really is artistic. The energy that went into a piece like this must have been painstaking and time consuming to say the least.
